The study attempts to value the institutional process of evaluation of the Universities as an essential and permanent agent of updating of the administrative and educational performance. The IES (Higher Education institution) must be autonomous to point out the philosophy, the policy, the goals, the methods and the elements to evaluation, as well as, the destination of the results. Nevertheless, it is convenient the maintenance of an external consultancy, aiming at the best possible implementation of the process of evaluation and obtainance of consequent results.
