Abstract

The paper analyses the major paradoxes of Brazilian higher education from an international perspective. It addresses the political and academic issues wich undergird the government's proposal of a constitutional amendment (PEC 370) aimed at granting full autonomy to its federal universities. The central argument is that what is at stake is not only autonomy but also the imagined new relations between the State and its universities, especially with regard to financial support. Within this new context the government has defined its two-pronged strategy for higher education as a whole: (1) freeze the public federal system by gradually reducing its financial support and (2) hope that the private for-profit educational institutions will improve their academic performance.
