This article presents institutional evaluation as a social and public process. This process is organized and promoted by social agents that are endowed with technical, ethical and political competence. Those social agents work with instruments, goals, rules and methodogies that are produced after wide discussions and compromise. This article discusses how institutional evaluation establishes agents, subject, purpose, methodologies and also presents its different stages, results and uses.
