Abstract

The absence of fees in the public higher education system in Brazil is a recurrent theme in the discussion concerning alternative sources for the financing of national education. The BIRD claims that Universities should bring in a total equivalent to 30% of its budget, from non governmental sources. A national inquiry carried out among undergraduates of federal higher education institutions shows that in order to reach BIRD'S goal, through solely the collected fees, a family would have to spend about 22% of the family income, to support one student. The work also displays ten arguments in favour of the absence of fees, present in statements of Brazilian political and educational authorities.
