Richard Gordon contributed greatly to our understanding of capitalist development by focusing on the information industry's rapid shift toward globalized innovation. In this paper, I try to extend Gordon's work by analyzing the relationship between globalized innovation and the national state as principal organizer of knowledge formation through education and research training. I show that national states cooperate internationality even as they pursue aggressive "nationalistic" knowledge production and acquisition policies to enhance domestic competitiveness. State's education investment policies are both highly nationalistic and, whether intended or not, are interstitially cooperative. Education in general and higher education in particular are historically tied to inherently national objectives, such as promoting national culture or building national elites. Rut "national" education investment policies are also highly internationalized. Even in those countries consciously aiming, in Gordon's words, "to “extend” 'national' economic space and to create absolute advantage and national systems of innovation," science professionals are regularly trained in the developed countries and may work there at the research poles of globalized firms. Recent efforts by states to focus higher education on science and engineering al though intended to capture innovation rents-has resulted indirectly and perhaps inadvertently in a new kind of interstitial cooperation in global innovation, namely providing global enterprises and developed country states with new sources of scientific human capital for basic and applied research. But under the "right" circumstances, these policies also support their intended goal of helping countries create absolute advantage.
