During the years of 1996 and 1997, an interdisciplinary research group was formed, linked to the Department of Sociology of the Federal University of Rio Grande do Sul (UFRGS), with the purpose of carrying out an evaluation of the State's Professional Training Program, which along with the training programs of the country's other states form the National Professional Education Program (PLANFOR), of the Department of Professional Development of the Ministry of Labor (SEFOR). Besides evaluating the implemented programs, the group took upon itself the task of constructing an evaluation methodology which would serve as a reference in the future. In this text, we present the basic components of this methodology, the process of its construction and the limits and possibilities of its application.
