The quality evaluation seems to be the clearest expression in the internationalization of the higher education abridging, at the moment, almost the whole of the characteristic problems of this sector of the education at the end of the 20th century. The role of diverse governmental and non-governmental organisms is essential in this task. They are in charge of developing and spreading information about the specificity of the systems in different countries and regions, promoting and legitimating a "culture" of the quality that extends to the diverse national educational systems. In this paper is analysed the European Pilot Project for Evaluating Quality in Higher Education as well as the project on initiatives of Quality and Assurance and Assessment of Higher Education in Europe meanwhile they constitute two initiatives wich, in our opinion, would endorse the hypothesis of the progressive construction of a world-wide ideology of the quality via the international transfer of common methodological principles as sustenance of the evaluation activities promoted in different countries.
