The summary of the 1998 higher education Census disclosed to the press by the federal government in June 1999 suggests a larger efficiency of the private sector. The immediate analysis of the compilation of the global data contained in the document indicates that the majority of undergraduate students (62%) attend private institutions. Moreover, the ratio of professors and employees to enrollments are higher in private institutions than in public ones. The present article uses data of the own census (not unfold in the summary given to the media) and of previous censuses, as well as information of the graduation census questioning the private sector's alleged larger efficiency or better performance. The five basic arguments are: 1) Unlike private institutions, professors and employees of public institutions are not devoted exclusively to undergraduate teaching, because these institutions render other service to the community (such as university hospitals, orchestras, laboratories, etc), besides they are responsible for researches; 2) Public institutions almost offer the totality of graduation courses- Master and PhD- (91%), which demand more resources, higher qualified personal and more individualized attention; 3) Private institutions presents larger concentration of students and courses in Social Sciences, which have reduced installation and maintenance costs; 4) In the last 10 year ,stare and federal maintained institutions expanded significantly their students enrollment, with an expansion of professors inferior to that of the private institutions; 5) Federal institutions constitute in important instances for the process of knowledge creation and distribution, serving the needs of North, Northeast and Center-west regions, and fostering the development of no-lucrative, but basic researches necessary for cultural preservation and for the development of solutions with regional characteristics.
