Abstract

This paper discusses the evaluation practices implemented in Brazilian higher education during Fernando Henrique Cardoso's administration, especially at the undergraduate level, trying to unravel the hidden conceptions of evaluations which undergird this program. The paper identifies and discusses five evaluation underpinnings which explain the understanding of the curriculum as it relates to a systemic, functionalistic, and cybernetic conception of evaluation. it also presents a prologue as it transforms these underpinnings into law, creating a National Education Agency (ANE) for maintaining and developing the system.
