The conceptual frame work and the policy instruments in use in Latin America on the S&T policy-making have been shown increasingly inadequate to approach regional socio economic development challenges. Conceived in central countries and a critically adopted, they have been responsible for the strengthening of the structural obstacles - typical of regional peripheric condition - that refrain research - production relation. A political and economic democratization scenario such as the anticipated by the majority of the Latin American population would make them even more dysfunctional. In fact, the alternative dynamics of exploitation of the scientific and technologic knowledge frontier, demanded by this scenario, seems to require a substantial renovation of the arsenal and conceptual framework of innovation policy making. The article aims to contribute for this renovation revisitating some questions already present at the Latin American agenda and new ones for which some neologisms have been created - "neolinkagism", "relationship web", "fields of relevance", "managerialist approach" -adopting concepts - "transference", "translation" and "transduction" - not yet used in the region for the analysis of innovation policy.
