The text discusses the meaning of higher education and argues that the Brazilian Ministry of Education's National Exam, known as "Provão", because it does not take into account the basic objectives of higher education, is far from capable of evaluating appropriately the institutions and their programs. By contesting Provão's validity as an adequate evaluation procedure, the text proposes that higher education be evaluated by evaluation models based on principles similar to those of PAIUB, the Institutional Evaluation Program developed by Brazilian Universities and the Ministry of Education in 1993.
