Resumen

The paper develops the idea of evaluation as a social construct, since it is formulated in objective and specific situations and in a structured frame of values that justify it and produce meanings. Based on this notion, the paper discusses the evaluation policy for Brazilian higher education, whose discourse emphasizes its scientific and "neutral" character as well as its objectivity and technical reliability (conducted as it is by specialists). The text discusses first the context wich introduced evaluation in the country and its educational assumptions - training of labor force to meet the demands of the productive sector and of capital. Next, due to the complexity of the evaluative act, the text discusses epistemological bases of some elements wich constitute the government' s discourse and practice with regard to evaluation, pointing out its limitations vis a vis education, since it is restricted to the control of results.
