Abstract

The purpose of this text is to discuss evaluation from the vantage point of its insertion in the context of social and educational policies. The crisis of the welfare state, with the consequent move from an interventionistic state to an evaluative state, brought about, throughout the world, a re/ ordering of social policies based on the decentralization of the state and on criteria of efficiency and quality, complemented by a gradual "transference" of state responsibilities to the community. In Brazil, especially in the case of education, the implementation of programs aimed at controlling performance results of students and institutions, as well as the development of state/community partnerships gained significant emphasis. Evaluation, in this context, not only gained importance but became and essential element in the formulation and management of specific policies.
