This text presents the results of the pedagogical proposal construction based on skills that were created as part of the project "Strategic Skills Management and the Formation of the Working Citizen." With financial support from CNPq, it aims to evaluate schooling social practices in Southern Brazil and tries to understand how skills formation processes are managed. The analysis on Sistema Educacional Divina Providência took the schooling practices evaluation as a need of redirection for formation process to create closer relations between school and community. By using Pedagogical and Strategic Planning, which provides the possibility of diagnosis, self-evaluation, reorganization of action and participation in the construction of quality on educational process, that we are analyzing, evaluating and creating pedagogical proposals that allow us to go from knowledge to skills.
