Abstract

Analytical-critical reflections that were developed about characteristics of processes and systems of Educational Assessment (Measurement/Verification of Education Results), as well as of Evaluation of Education Results, did ratify, through solid and comprehensive arguments based on the relevant literature, that the "National Examination of Secondary School" (ENEM) and the "Concursos Vestibulares" don't characterize a situation of Evaluation of Educational Achievements, but, decisively, a situation of Measurement/Verification of these results. In such a configuration, both - ENEM and Concursos Vestibulares - constitute socioeducational selective mechanisms beyond the Brazilian Basic Education System. Still, in light of the fundamental objective of ENEM, it was also indicated that, considered the field of knowledge "Portuguese Language and Literature," the items of the ENEM tests, 1998 - 200 I, present relative absence of Content Validity. These findings appear to suggest that it is urgent to conduct systematic and comprehensive investigations about the Content Validity of the ENEM tests, relative to al\ of the fields of knowledge involved, so that the academic and civil communities will be able to conclude about the relevance and usefulness of ENEM in the Brazilian educational context; or, inversely, for its elimination and consequent allocation of the corresponding resources for public policies directed at the improvement of the quality of education for all, in its very true sense and meaning - both theoretically and empirically.
