The Argentine and Brazilian Higher Education Systems have great differences in terms of origins and evolution, ways of configuration, rhythm of expansion and magnitudes. In spite of that, in the last years, the pressures of multilateral-credit-organisms, that subordinate their economic help to the fulfillment of their "recommendations," submit them to a set of homogeneous proceedings of development and transformation that keep no relation with their historic heterogeneities. This work studies the singularities that the adoption of these criteria has produced in the two countries because of the peculiarities of both systems. We analyze especially the evolution of the World Bank major guidelines and their relation with the forms of expansion and diversification of both Higher Education Systems and the policies related to academics and students.
