Aspects of the relation between the university and its context that indirectly affect its decisions on the research field have been studied by approaches derived from disciplines such as Sociology and Management. This work aims to complement these contributions to the decision making process concerning research activities, its implementation and the evaluation of its results using the Policy Analysis approach. Because it is still little used in our academic environment, the work initiates with a presentation of its generic instruments of analysis: the models used for approaching the three policy process moments (formulation, implementation and evaluation) and the organizations involved. After that, taking as a reference the contributions made by national and foreign authors related to Organizations Theory, it distinguishes and enriches those instruments in order to explore the case of the university institution. Finally, having as a focus the Brazilian Research University, but presenting considerations extensive to the public complex of third level education and S&T research, it explains why the research community plays in it a frankly dominant role.
