This work presents a. description of Higher Education in Argentina focusing the attention on the rules and regulations that govern the system, and on the changes that the so called "System of Higher Education" has gone through. It describes the evolution and development of Higher Education in a non-coordinated way, lacking previous planning from its beginnings throughout the political processes that have taken place in our country, focussing on the legal framework that accompanies each of them, up to the Higher Education Law - 24521- sanctioned in July 1995. It also presents the structure of Higher Education, pointing out that before the sanction of this law, it lacked integration and coordination among its parts. It also shows the attempts to establish a common framework of rules and regulation shared by the whole system, thus allowing- based on the experience of other countries - the setting up of the basis for a better articulation among all the institutions within the system. This is something that has not been resolved while keeping the traditional binary system with a marked separation between the institutions of university level and those of Higher non-university level, with a heterogeneous level in their educational offers and their quality. An analysis of the most important aspects is made according to the importance of the 24521 Law.
