Abstract

This text makes a critical analysis of the current evaluation model of undergraduate programs of higher education institutions in Brazil. Initially, Brazil is situated inside of a practice guided by the world-wide financial agencies, which are coherent with neoliberalism. After that an analysis of the national examinations, according a historical approach, is made, showing its estimated political, economic, and theoretical presuppositions and their effect on national education. A historical description is presented of how the universities have been evaluated/controlled, since their creation in the middle ages until the implementation of "Provão" (National Examination of Undergraduate Programs), in Brazil, which replaced PAlUB (Institutional Evaluation Program of Brazilian Universities), a program which was elaborated by the higher education institution themselves and approved by the Ministry of Education. Finally, a critique of Provão is made, based on the law that regulates it and on its repercussion in the media, showing its limitations and contradictions.
