Abstract

The article examines a common-sense statement, adherent to neo-liberal thought and to advanced countries literature on university-business relationship, that has been insistently repeated in government circles of Latin-America and is dominant in its academic environment: due to the structural adjustment and to local business' exposure to foreign competition, it would be searching within the university the knowledge needed to increase its competitiveness. To do so, the authors analyze the "non suspicious" case of the University of Campinas. A Latin American university well known for its technological orientation and its capacity to interact with the productive sector, where, in the last years, private business funds for R&D have increased considerably. Based on another recent work, which uses the Policy Analysis framework for approaching the Brazilian university decision-making process, the authors contradict that statement arguing that independent and incremental actions of its personnel, searching for private business contracts to compensate for decreasing government resources, could be at the root of the university's responsive, adaptive behavior.
