Quality Evaluation and Accreditation in Higher Education Processes in the Argentine University. After a brief synthesis of the historical evolution and present nature of higher education in Argentina the paper analyses policies concerning quality in the university up to the creation of the National Commission of University Evaluation and Accreditation (CONEAU) in 1996. It describes CONEAU's composition, organization, and its various functions. It analyses the processes of institutional evaluation and accreditation of universities and postgraduate and graduate degrees. It describes the processes involved in institutional evaluation from the methodological point of view, with particular reference to external evaluation since self-evaluation is the responsibility of each university institution. It points out some positive aspects - and some that are less so - of the first experiences of external evaluation: 33 universities, a little more than a third of the total. In relation to the accreditation of university institutions the paper analyses the processes of provisional authorization of new private university institutions, the follow-up in private universities with provisional authorization, the definitive recognition of private universities, the authorization of new national universities and the recognition of provincial university institutions. The article also describes the process for the accreditation of postgraduate courses, which have risen to encompass 1359 programs. With regard to the accreditation of graduate degrees it analyses that carried out in those of Medicine (24 degrees and 3 projects) and the initiation of voluntary accreditation of Engineering degrees (188 degrees). Further on the paper considers the initial processes of evaluation and accreditation of non-university institutions. In the final section the paper describes by way of synthesis certain principal ideas concerning the concepts and organizational strategies of evaluation and accreditation adhered to, the processes implemented and questions of policy and institutional management.
