From 1996 to 2003, Argentina has changed significant1y.But the same has not been the case with the university, where we can observe the continuity of university policies, considering the of Higher Education as a starting point. For example, the inc1usion of evaluation of universities and of graduate programs, the research incentives, the administration modernization plans, etc. It must be said that this is a half way modernization, for it lacks sufficient financial support, has no clear policy vis a vis the creation of new universities, which results in a contradictory and confused system, in which we observe perfectly healthy aspects side by side with abandonment, which expresses itself in a deterioration of quality in the higher education system, caused by neo-liberal politics.
