Political strugle in federal universities: Union versus Academic Power. The article analyses historical changes in the patterns of leaders choice at Brazilian Federal universities, with special emphasis on cooptation and election processes. It also focuses on the political demands of academic and nonacademic staffs and students unions, as well as their ideological arguments, and criticizes them based on a conception of the university as a complex and hierarchical institution. The article ends by proposing a new model for leaders choice that intents to overcome the dichotomy cooptation versus election.
