The text presents a theoretical and historical overview of institutional evaluation in Brazil since the 1988 Constitution. The various levels of institutional evaluation are presented - its functions, objectives, and methodological procedures. The Brazilian National Institutional Evaluation Program (PAIUB) is discussed in detail, along with the different policies for higher education and institutional evaluation within the context of the reforms implemented since the crisis of the welfare state in Europe.
