The objective of this paper is to show some aspects of higher education reforms in Chile and in China, mainly during the 1980s, indicating that, in spite of the differences between the two countries, they seemed to follow a similar framework for changes. The principles of such changes remain in the invigoration of the business/market driven perspectives within governmental bodies, including educational ones, reinforcing an individualistic and competitive behavior, evaluated through more immediate results, feasible of being quantified/ measurable/ standardized. Such perspective has been spread over several countries of the world through the influence, projects and studies carried out/supported by the World Bank, truly affecting higher education's objectives, behavior, administration, organization, financing, access, courses offering, definition and development of research, evaluation framework, etc. However, reforms outcomes have been leading to some resistances.
