The present text, after some discussion of the political underpinnings of the social function of education and of evaluation itself, presents the bases and the major procedures of a Brazilian proposal for the creation and implementation of the National System of Higher Education Evaluation - SINAES. The complete text of SINAES sets the legal, theoretical and methodological bases of an evaluation system which is at the same time closely connected to a project of a system of higher education for Brazil.
