The purpose of this article is to discuss contemporary demands of a system of higher education which involves all the dimensions which are part of the mission of universities and other higher education institutions vis-à-vis the commitments with social demands as regarded from the perspective of the definitions of evaluation and their ideological and paradigmatic concepts. The text points out some of the paths followed by the special commission in charge of proposing a new system of evaluation of higher education, trying to incorporate theoretical and methodological notions about the university, its ethical commitment and social responsibility in the process of change aimed at reducing social inequality. In this sense, the text discussed the meaning of the new university of this millennium.
