This brief paper discusses a few important aspects of SINAES - the new Brazilian System of Higher Education Evaluation, proposed by a special commission constituted by the Brazilian Ministry of Education in 2003. The purpose of the paper is to argue' that this system represents an important evolution in terms of evaluation procedures, making use of positive Brazilian experiences and rejecting those that are outdated.
