The Brazilian Federal Institutions of Higher Education have suffered, since the Collor government, in 1990, an intense defamatory campaign which published repeatedly its costs. This adverse environment led to the implementation of a whole set of changes and restrictions imposed upon these institutions. This way it was possible to reduce financial resources and decrease the number of professors while increasing the number of students. This study calculates the cost per student in these institutions, shows the evolution in the period 1995-2001, when the changes became more meaningful, and discusses the result from the perspective of efficiency.
