Evaluation carries elements of regulation and emancipation, which have to maintain constant equilibrium in order to guarantee a pedagogical conception to the processes that give it consistency. In the context of institutional evaluation, in an emancipatory perspective, a strong intentionality is needed in order to give this dimension a condition of prominence. Self-evaluation is the matrix device of emancipatory evaluation, which needs to rebound in the improvement of the educational system. When it is the matter of institutional self-evaluation, it is necessary to recuperate the complexity that assumes this term, centering the main focus on the institutions, their constituted groups, their objectives, projects, programs, courses and activities. Self-evaluation has, as its main reference, the Pedagogical Project of the Institution and, the more participatory it is, the greater is the commitment of those involved with its goals, forming an evaluative culture. Within the context of the present National System of Higher Education Evaluation-- SINAES, intentional efforts are needed in order to give public policies the backing of the academic community and to assure that they become devices to improve higher education.
