Considering the current challenges faced by Brazilian higher education institutions, the present article tries to clarify the principles and the methodology adopted by Permanent Program of Institutional Evaluation at PUC Minas (PROPAV), focusing particularly on the evaluation of extension programs. PROPAV aims at assessing the quality of educational practices through the adoption of four parameters which, according to its elaborators, structure and articulate work and knowledge: the indissolubility between teaching, research and extension activities; the articulation between theory and practice; interdisciplinarity and transversality; and humanistic education. This program has been developed through a participatory methodology, being therefore a collective opus based on the principle that education is a public good and on the democratic participation of the academic community and of society in the evaluative process. The evaluation of extension activities is based on the Pedagogical Projects of undergraduate programs - a device considered to be adequate to assess the quality of educational practices and of programs and projects developed by the university's extension deanship.
