This article tries to clarify the trajectory of SINAES, the Brazilian National Higher Education Evaluation System, since its original emancipatory proposal until the Law 10.861/2004. The text describes aspects related to the trajectory of Brazilian institutional evaluation, with emphasis on the Program of Institutional Evaluation of Brazilian Universities (PAIUB) and Provão/Evaluation of Teaching Conditions (ACE). The text also presents a synthesis of the conception and design of the original proposal of SINAES and, finally, a critical and conceptual analysis of the law which instituted the new evaluation system known as SINAES.
