This text examines the most recent reform movements in higher education in Brazil and Argentina. As research procedure, the educational reforms in the United States of America, the center of the world's political power, were analyzed, based on the contributions of Thomaz Popkewitz. This analysis was followed by two cases of State reform and higher education reform in the periphery of capitalism: the Brazilian case, taking as departing point the initiatives of the governments of Fernando Henrique Cardoso (1995-2002), and the Argentinean case, analyzing the history of the relations between Peronismo and the university-which culminated with the actions of the governments of Carlos Saúl Menem (1989-1999), promoting privatizations, the liberalization of the economy and a higher education reform program.
