Contemporary impositions, many times generated by the advancement of information and communication technologies and of the global market, have triggered a discussion of the role of education, both at the national and international level. Although evaluation, established by the law no. 10.861, of April 14, 2004, which created the National System of Higher Education Evaluation (SINAES), is compulsory, it is our purpose here to argue that the functions, dimensions and concepts of higher education evaluation and their relation to the managerial competences necessary to the higher education institutions, are key in establishing the elements for the construction of evaluative models which are an instrument and a commitment of management. Evaluation may, thus, represent a more dynamic, communicative and transparent managerial strategy, aiming at the search for permanent alternatives for overcoming existing difficulties.
