Abstract

The major elements of evaluation proposed by SINAES - the National System of Higher Education Evaluation - are (a) guided self-evaluation; (b) institutional evaluation; (c) undergraduate program evaluation and (d) ENADE. These elements are key to the conception of SINAES - a system that regards evaluation as a process that effectively connects the formative dimension of evaluation to a society committed to justice and social equality. In this conception, all the evaluation procedures and instruments that are part of SINAES need to be in accordance with the idea of evaluation as a dynamic system and under permanent improvement. Taking this conception as its basis, the present text deals with the model of Dynamic Evaluation, underlying ENADE, presenting aspects related to the theoretical conceptions that sustain this model, the legislation pertaining to ENADE and the procedures for the construction of the exams. It also presents different understandings of terms such as abilities, competencies, added value, and how these may be dealt with in a historical series, besides a brief reference to the statistical model of change analysis.
