Abstract

The aim of this paper is to review, in a social and historical perspective, the national mechanisms through which different countries guarantee the quality of higher education institutions and degrees. Besides, it depicts the recently worldwide spread of the evaluation and assessment process, especially in those countries in which these practices were not usual, as in Latin American ones. In brief, each kind of mechanism that has been  implemented with the purpose of giving public guarantee of quality of both higher education institutions and degrees may be c1assified into two categories considering the institutional and legal organization of each country: a) Indefinite authorization and recognition of universities and degrees characterized the majority of countries that compose the so-called "state centered" matrix. b) Periodic evaluation and accreditation of universities and vocational training programs characterized the minor part of the countries that compose the "society centered" matrix. Since internationalization is new phenomenon, we will concentrate on the junction between accreditation, assessment, and internationalization of higher education. We will deal with it from a Latin-American perspective. Moreover, we will review the most important international debates about the challenges of transnational education. Considering all the above assertions we dare to formulate a last message on both expectations and awareness for future cooperation, integration and quality of higher education in all countries.
