Abstract

The intention of this article is to detect extent to which the Program of Institutional Evaluation of the Brazilian Universities - PAIUB, and the National Higher Education Evaluation System of - SINAES, differ complement each other especially in terms of principles and dimensions. It is observed that the greater disparity between the two initiatives has to do with what they encompass. While PAIUB was an evaluation program, SINAES chose to be a system of evaluation of higher education. This means that the choice of components that integrate the evaluation also differs from one to the other, mainly in social and political terms. It is in this respec that SINAES signals with emphasis toward the social responsibility that should integrate and motivate the higher education evaluation process.
