The present study aims to analyze the principle of autonomy and of democratization in the university, taken as central problems of that institution. It argues that such an issue is intertwined with others, university reform not being merely a legal question, but mainly an issue linked to power. The study reinforces the need to highlight some of the contradictions that historically have marked and are still in operation in the history of that institution in the country, pointing out possible solutions to those. It concludes, signaling that there has never been full university autonomy in Brazil, even though it is exhorted in the Federal Constitution and in other official documents. It contends autonomy should not be seen as an end in itself, but rather a necessary condition for the University to accomplish its aims. It also claims university autonomy should not be understood as a gift, but rather as an utopia to be conquered.
