The purpose of this work is to investigate the challenges and perspectives that justify the Evaluation of Higher Education Institutions. The analysis is based on the technical actions of evaluation in a specific experience in which opinion polls were made to survey the satisfaction of the academic community, determining the directions of the services and institutional goals presented in a pedagogical and administrative reality. The investigation considered the limitations and possibilities of an evaluation that. Transcending the technical act of data surveys, may surpass the classic controlling identity of evaluation, becoming a participative and emancipative process. Finally, this work analyses the legal changes in evaluation - National System for Higher Education Evaluation (SINAES), and presents results, contradictions and proposals for the creation of a participative evaluation culture in the Higher Education Institutions.
