This article analyses the proposals for democratization of the access to. higher education from President Lula's administration, with emphasis on the University for Ali Program and the Quota Policy for the inclusion of the poor segments, as well as negros, mulatos and native Indians in private and public institutions. These proposals are analyzed in the context of the more extensive policies for higher education implemented in Brazil since the 1990s. Thus, we consider that the Lula administration continues and deepens the instrumental logic of the neoliberal model that conceives higher education as a onerous cost to public coffers rather than as an investment in the education of conscientious citizens and qualified professionals. In respect to the policy for democratization of access to higher education, this logic is apparent in the emphasis on statistics and the number of included students - with minimum cost to the government - in detriment of a quality education for the poor and excluded from higher education.
