Higher Education in Latin America during the twentieth century in the mark of the monopolistic and autonomist model that was articulated from the Cordoba Reforms, structured the assurance of quality in higher education from internal mechanisms of the Universities. The new context, marked by student population increase, different courses of quality and proliferation of commercial institutions, tends to promote the new phase of the agencies´ actions while also encouraging globalization, the revolution of knowledge and the new technologies, as well as the evaluation of the results and the dynamics of the accreditation agencies themselves in these years. These are the institutional bases for the passage from the mere existence of evaluation agencies to more complex systems of quality assurance, which implicates serving the diversity of educational levels, social sectors or pedagogical practices, with more specific institutional modalities, instruments, mechanisms and policies. Today, the paradigm of evaluation integrates neither the institutional massification, nor the institutional differences nor the transnational education, virtual education or the diversity of knowledge. Thus, there is the need to think of a new paradigm of evaluation of knowledge required to promote quality education and surpass the current peripherical role of the region in the global world of knowledge.
