Abstract

This article analyses the process of the State's progressive unaccountability with the upkeep of the public higher education system in the last 15 years in some countries and especially in Brazil, from Collor de Mello's administration to the present government of Lula da Silva. His based on the assumption that the financing and its gradual reduction in the last two decades are the mast visible marks of the reforms in higher education in the central countries as well as in the periphery and semi-periphery countries. The article shows how, in the present government, the State financing of the public universities, just as the economy and the functioning of the State, has not suffered significant changes in relation to previous governments. With this backdrop the author tried to understand the significance of the proposal of the New Model of financing of the federal public sector introduced in the third version of the bill of the University Reform Law, as well as to verify its advances and limitations in view of the present and future reality of the public federal sector. Finally, in face of the current economic and political situation, some (pessimistic) theories were drawn about the possibilities of this bill becoming a Law without a few major changes in the National Congress or presidential vetoes.
