Abstract

The present text intends to identify what place quality occupies in the recent policies for higher education in the central countries, but especially in Brazil. To do so, the recently approved legislation was analyzed having as its backdrop the historic recovery of different acceptations of the concept of quality and its prominence, under the sign of competitiveness and employability in the higher education policies in most countries of the world. Special emphasis is given to the relation that the new phenomenon of quality maintains with: a) the unfolding of the recent productive restructuring, of the globalization of capital, of the redrawing of global economic and political power and of the ideological re-signifying; and b) the indicators of the expansion of the coverage of the system, in the way it has happened; of the increase or decrease of state financing for public higher education institutions, of the dimensions of the teaching staff and its income, of the level of exigency in relation to qualification and the teaching load regimens in the higher education institutions in general.
