Higher Education and the areas of science and technology production are gaining increasing importance in the society of global economy. Therefore, lo observe the main tendencies of their conceptions and practices is something that cannot be discarded, Higher Education and science and technology present themselves as the main means for development. Given the need of quality assurance and criteria for approval of titles and diplomas, agencies and processes of accreditation of Higher Education are being organized. These agencies or organisms, very often of transnational character, establish objectively the minimal standards for Higher Education Institutions in general and re-define the meanings of educational quality. Thus, autonomy is moved from the university and the academic actors to the accreditation organisms and agencies, National or multilateral organisms (in particular) try to disseminate the idea that their practices and criteria are strictly objective and free or ideologies. Likewise, the view most widely accepted by common sense and by the Academia, is that science and technology are neutral, aseptic and ideology-free. This article argues in the direction of the social value of science and technology and of the need to overcome the common-sense conceptions that do not consider them as results of historical processes, conditioned by the values of the social, cultural, economical and political contexts in which they are produced.
