The data base of Evaluators of the National Higher Education Evaluation System - BASls. Created by the Ministry of Education in May 2006, according the new directives of the National Higher Education Evaluation Committee (CONAES), constitutes an important step in the consolidation of the new evaluation system for Brazilian higher education. The process, open to public participation, involved 11.833 candidates in three phases: nomination, registration and the final selection. BASls is the result of active participation or the national academic community (department boards, boards or trustees, state councils, scientific associations of university professors and representative organizations of higher education) and especially of the doctoral community from all fields of knowledge. The purpose or this article is to present the process of construction of BASls, of the definition and application of the criteria elaborated and applied by the Technical Committee of Evaluation Accompaniment (CTAA) in the selective process and to discuss the profile of the selected evaluators, as well as its implication an the quality and transparence of the evaluative process.
