The purpose of the present article is to provide an overview of the laws that govern public universities in eleven countries: South Africa, Argentina, Brazil, Colombia, Denmark, Spain, France. Nicaragua, Portugal, Sweden, and Venezuela. A panorama containing the organization of the uni versity goveming boards in each country and the process for the choice of the highest ruler of public universities is presented. This overview is preceded by a theoretical chart on university system authority, with comments on works by Burton Clark and Ronald G. Ehrenberg. as well as a selection organized by Alberto Amaral, Glen A. Jones, and Berit Karseth.
