The purpose of this paper is to bring to debate some of the main themes of a new agenda for higher education in Latin America, in face of the new political, social and academic responsibilities that the universities are - or should be - undertaking. To adequately mark the themes to be discussed, in the first place we bring the contexts and the present problems of higher education and of the universities in Latin America, considering their evolution during the last decades. We then analize the new chalenges that the democratic government and the society of knowledge and technology bring to the university in its distinct roles. From this perspectiva, we wilI bring the themes linked with the processes of quality assurance, with the developments in higher education, distance and virtual, in the context of internationalization, regional integration, and convergence of higher education in Latin America. Finally, we discuss the major challenges of the higher education policies and of the institutions vis-à-vis the challenges and expectations of the University in face of the demands of the XXI century.
