Abstract

This article aims to present the model adopted in Brazil (SINAES) to evaluate higher education, discussing the principles and purposes, identifying the use of evaluation models in institutions and verifying, from IES self-assessment reports the ease and the difficulties faced by IES. Despite advances in evaluation practice in institutions in Brazil, the SINAES appears not to have fully achieved an institutional framework of evaluation, especially because it is organized to simultaneously account for two distinct purposes: on the one hand the improvement and development of the institution and on the other its regulation.
