Abstract

This article aims to address the characteristics of the evaluation process at the Federal University of Rio Grande do Sul (UFRGS), and the consequences of the implementation of the SINAES (National Higher Education Evaluation System). This process had its beginnings in the 1980s, and intensified in the 1990s, with the great participation of the academic community, reaching a consolidation in the 2000s until contemporary times. The debates on evaluation, which were held in line with the valorization of democratic participation, with the organization of forums and seminars, resulted, during that period, in the formation of Nucleos de Avaliação das Unidades (NAUs). With the advent of SINAES in 2004, it was necessary to redirect the architecture of institutional evaluation. The system provided for the creation of Comissões Próprias de Avaliação (CPAs) in Higher Education Institutions, but not decentralized structures. This article seeks to develop a reflection that relates the contemporary context with the need to resume the relationship between evaluation and participation.
