The objective of the research is to evaluate whether open data from federal universities allow the calculation of INEP flow indicators, as a strategy of accountability of goal 12 of the PNE, referring to the monitoring of the graduation completion rate. A mixed methods survey was carried out, with the elaboration of the Open Data Access Rate (TADA) indicator to evaluate higher education institutions (IES) in the light of 7 variables necessary to calculate the permanence, completion and dropout rates of INEP. To verify data quality, TADA included the eight open data government principles. TADA allowed the ranking of federal universities in high, medium and low access to open data. In the results, of the 63 federal HEIs analyzed, 39 (62%) disclosed open data relevant to the calculation of the indicators in question. The TADA indicator revealed that, of the 39 (100%) HEIs, 17 (44%) are positioned as low, 15 (38%) as medium and 7 (18%) as high access to open data. Only one HEI, UNIFAL, presented all the requirements evaluated by TADA for the calculation of goal 12 of the PNE. It is concluded that HEIs need to create strategies in order to expand access to open data that allow the monitoring of goal 12 of the PNE. The study proposes recommendations for improving accountability to HEIs, addressing the dimensions of accountability, transparency and social participation.
